BOARD OF EDUCATION MEETING

August 17, 2006 at 6:00 P.M.

MINUTES

1. CALL TO ORDER<= span style=3D'mso-spacerun:yes'> President Norvill called the meeting to order at 6:00 p.m.

Members present: &= nbsp; Mr. Norvill, Ms. Cunefare, Mr. Dearing, Mr. Newlan, Mrs. Pool, Mrs. Potts, and Ms. Schwader.

Members absent: None

Others present: Dr. Marx, Superintendent; Mr. Vandemore, Assistant Principal; Mrs. Lisa Carroll, teacher; and Channel 22 Representative

5. APPROVAL OF MINUTES=

A.&n= bsp;    Approve minutes of the J= uly 20, 2006 regular meeting.

Motion = by Schwader, seconded by Dearing to approve the July 20, 2006 regular meeting minutes = as presented. Motion carr= ied.

B.&n= bsp;    Approve Executive session minutes of the July 20, 2006 regular meeting.

Motion by Potts, seconded by Dearing to approve the July 20, 2006 executive session minutes of the regular meeting as presented. Motion carried.

Motion by Newlan, seconded = by Potts to approve the Financial Reports as presented. On roll call, the following votes = were recorded:

YEAS:            = Cunefare, Dearing, Newlan, Pool, Potts, Schwader, and Norvill.

7. SUPERINTENDENT REPORT AND RECOMMENDATIONS

Superintendent Marx reporte= d that after summer maintenance the building looks very good. She informed the board that the new night-time janitor was working out well.&n= bsp; The board discussed looking into bids for tree removal. Superintendent Marx confirmed that= to date there are 225 students in enrollment, an increase of approximately 15 students from the end of the 2005-06 school year. She elaborated that the first day = of school went very well.

8. COMMITTEE REPORTS

President Norvill requested= board member Dearing to compose a uniform return form. Parents need to sign a contract st= ating that they are responsible for the care and replacement of their child’= ;s uniform. Sport’s Commit= tee member Dearing replied that he would have a meeting with all coaches explai= ning the importance of all uniforms being returned. President Norvill asked for a prioritized list of items that need to be purchased for the school in order= to have plans implemented by October. &nb= sp;

9. OLD BUSINESS AND INFORMATIONAL

        &= nbsp;   A. First reading of FY07 Budget =

Superintendent Marx asked t= he board to let her know if any numbers needed

adjusting.

B. Coming to Order= : A Guide to Successful School Board Meetings by IASB

Superintendent Marx reporte= d that Dean Peyton had ordered these books for each board member. She informed the board that this w= as an excellent publication to be used as a tool in conducting board meetings.

C. Pending electricit= y rate changes in September 2006. Pr= oposal from Land’s Energy Service to provide electricity for 1 – 3 yea= rs

Superintendent Marx discuss= ed increases in electricity rates. She informed the board that use of the Illinois Energy Consortium may be an opt= ion.

D. Bids pertaining to glazing of classroom windows

The lower wing windows (fro= m the kitchen all the way around) need glazing.&= nbsp; A $6,000.00 bid has been the only one received.

E.&n= bsp;    Draft proposal for Superintendent goals and indicators linked to student performa= nce and academic improvement

Superintendent Marx read th= ree goals. She asked the board for their input. President Norvill asked the board to take the material home and digest the information. The goals will be adopted at the September meeting.

F.&n= bsp;     IASB Convention on November 17^th – 19^th – is everyone planning to attend?

Dean Peyton took care of the reservations. Board members a= re to notify President Norvill if they are unable to attend.

10. New Business

A.&n= bsp;    Approv= e the 2006 Standard Mileage Rate of 44.5 cents per mile reimbursement<= /b>

Motion by Dearing, seconded= by Pool to approve the 2006 Standard Mileage Rate of 44.5 cents per mile reimbursem= ent as presented. On roll call, t= he following votes were recorded:

YEAS:            = Newlan, Pool, Potts, Schwader, Cunefare, Dearing, and Norvill

NAYS: None

B.&n= bsp;    Approv= e to continue with Chicago Contract Cleaning and Supply Company with janitorial services for FY07

Motion by Dearing, seconded= by Newlan to approve continued use of Chicago Contract Cleaning and Supply Com= pany with janitorial services for FY07 as recommended. On roll call, the following votes = were recorded:

YEAS:            = Pool, Potts, Schwader, Cunefare, Dearing, Newlan, and Norvill

NAYS: None

A board member requested th= at a cost effectiveness analysis be conducted at a future date.

11. Other

The board will re-evaluate = non-certified salaries after certified staff negotiations are complete. Superintendent Marx informed the b= oard that they need to conduct a Budget and Waiver Hearing prior to the September 21, 2006 board meeting at 5:30 p.m.

Motion by Dearing, seconded= by Potts to approve a Budget and Waiver Hearing on September 21, 2006 at 5:30 p.m. On roll call, the following votes were recorded:

YEAS:            = Dearing, Newlan, Pool, Potts, Schwader, Cunefare, and Norvill

NAYS: None

Motion by Potts, seconded by Pool to adjourn to executive session a= t 7:05 p.m. Motion carried.
