Board of Education Meeting

April 20, 2006

President Norvill cal= led the meeting to order at 6:00 p.m= .

Members Present= : Mrs. Schwader, Mrs. Pool, Mrs. Potts, Mr. Newlan, Mr. Norvill, Mr. Dearing. Superintendent Peyton was also pre= sent

Members Absent<= /span>: Mrs. Cunefare

Guests: Mr. Vandemore, Connie Broquard, Steve Broquard= , Chris Short, and Channel 22 representatives.

Citizens Reques= t/Public Participation: Mr. and Mrs. Broquard raised conce= rns about the level of harassment in the upper grades and gave board members a letter to read and review at a later time concerning that topic. Mrs. Short voiced her concerns of = the fecal matter situation previously discussed.

Approval of Min= utes:

A. = Motion by Newlan, seconded by Schwade= r, to approve the Marc= h 16, 2006 regular meeting minutes as presented. Motion carried.

Activity Fund

Approval of Warrants

Superintendent&= #8217;s Report and Recommendations:=

= A.&n= bsp; Mr. Peyton discussed the way the financial accounting of the Playground Activity Fund = had been handled, and that $11,812.69 was going to need to be moved to the Education Fund to reimburse it for this expense. He will ask for a motion to do thi= s in New Business.

= B.&n= bsp; Mr. Peyton reminded us of important dates coming up in the near future to be aware of. Graduation is May 18, Old Fashion Days is May 23, Teacher Institute Day is May 24, and the last day of the school year is May 25.

Assistant Princ= ipal’s Report:

Mr. Vandemore reported on the beginning of = the track season and the subsequent track meet. Mr. Suchocki is pleased with = their progress at this time. <= o:p>

The top 8^th grade student this y= ear will be Shawn Clifton, with Tess MacPhee coming in second. Shawn will prepare and have a speech at the graduation ceremony.

Curriculum Comm= ittee Report:

= A.&n= bsp; Mr. Peyton reported on general issues including the 5^th grade science books that were ordered and the teachers’ focus on “writing” curriculum.

Old Business:

A. Mr. Peyton submitted the School Wellness – Policy 6:50 and recommended this = policy be adopted. =

Motion by Dearing, seconded by Pool, to considered this as the first formal readin= g of this proposed policy. Motion carried.

Copies will be made available to the public in the district office for reading and review.

&nbs= p; At this time, the board had no further new business and went into their reorganization format.

BOARD REORGA= NIZATION

A. Presi= dent Pro-Tempore Appointed

&nbs= p; Board President Norvill appointed Member Dearing, as President Pro-Tempore. At this time, Member Dearing assum= ed the position as President Pro-Tempore.

B. <= /span>Secretary Pro-Tempore Appointed

&nbs= p; President Pro-Tempore Dearing appointed Member Potts to serve as Secretary Pro-Tempor= e. Member Potts assumed the Position = as Secretary Pro-Tempore.

C. <= /span>Resolution Designating the Length of Office of Board Officers

<= span style=3D'mso-tab-count:1'> Motion by Newlan, seconded by Cunefare, to designate, by= Board Resolution, the length of term of Board Officers at one year. On roll call vote, the following v= otes were recorded:

ELECTION OF PERMANENT OFFICERS

A. Board Presi= dent

President Pro-Tempore Dearing opened the floor f= or nominations for Board President.

Motion by Member New= lan, seconded by Member Schwader, to appoint Member Norvill as President of the Board of Education for a one-year term of office.

There being no further nominations, President Pro-Tempore Dearing called for a vote on Board President. On roll call vote, the following v= otes were cast:

&nbs= p; Motion carried. At that time, Member Norvill assumed the seat of Board President.

B. Board Vice President

President Norvill opened the floor for nominatio= ns for the office of Board Vice President.

Motion by Member Potts, seconded by Member Newlan, to appoint Member Schwader as Vice Pre= sident of the Board of Education for a one-year term of office.

There being no further nominations, President No= rvill called for a vote on Board Vice President.= On roll call vote, the following votes were cast:<= /p>

Motion carried. At that time, Member Schwader assumed the position of Board Vice President.

President Norvill opened the floor for nominatio= ns for the office of Board Secretary.

Motion by Member New= lan, seconded by Member Cunefare, to appoint Member Potts as Secretary of the Bo= ard of Education for a one-year term of office.

There being no further nominations, President No= rvill called for a vote on Board Secretary.

On roll call vote, the following votes were cast= :

New Business:

A. Student Handbook

Mr. Peyton announced we have copies = of the new student handbook available for proofreading before going to print.=

Mr. Vandemore informed us the propos= ed version of the handbook had been reviewed by numerous teachers and proofrea= d by four staff members. He then commented on various other items within the handbook he wanted to bring to = the attention of the board.

Dearing had questions concerning our sports eligibility policy. No= rvill, Mr. Vandemore and Mrs. Cardin all commented on this.

After review, Mr. Vandemore provided= the board with copies of the correct Sports eligibility policy.

The board is to review the handbook documents and report back to Mr. Vandemore with necessary corrections or concerns.

Mrs. Cunefare asked about the teleph= one policy. Mr. Vandemore stated = this would clearly be explained to the students.

B. 2005-2006 School Calendar.

Motion by Dearing, seconded by Pool, to approve the final 2005-2006 School Calendar. Motion carried.

C. Science Text Books – Grades 1 thru 4<= /o:p>

Mr. Peyton informed us of the need f= or new science textbooks for grades 1 thru 4, and recommended we approve the purch= ase of new ones as proposed at a cost of approximately $6,500.00. This would be handled in such a ma= nner as to come out of next year’s school budget.

Motion by Potts, seconded by Schwader, to approv= e the purchase of the new science textbooks as recommended. On roll call vote, the following v= otes were cast:

D. Approve Dr. Ankey – School Psychologist

Mr. Peyton recommended that we secur= e the services of Dr. Ankey to conduct our psychological case studies evaluations= at a cost of $350.00 per case. H= e is expected to conduct about 10 evaluations next year.

Motion by Schwader, seconded by Newlan, to approve the secure Dr. Ankey to conduct our psychological case studies evaluations at a cost of $350.00 per case for the 2005-2006 school year as recommended. On roll call vot= e, the following votes were cast:

E. = Mrs. Heider has requested a child care leave of absence through the end of this school year.

F. = Mr. Woodward – Letter of Resignation from Boys Basketball

Motion by Pool, seconded by Dearing, to accept Mr. Woodward’s letter of resi= gnation as head coach of our boy’s basketball team.

G. = Transfer of Funds – Playground Activity

Mr. Peyton recommended we transfer the remaining balance of $11,812.69 from the Playground Activity Fund to the Education Fund as discussed

Motion by Newlan, seconded by Cunefar= e, to transfer $11,812.69 from the Playground Activity Fund to the Education Fund= to reimburse the Education Fund for prior expenses incurred in purchasing the = new piece of playground equipment last year as recommended.

H. Approve Intergovernmental Agreemen= t with Peoria County Cooperative Purchasing Prog= ram

Mr. Peyton recommended we again appr= ove and intergovernmental agreement with Peoria County Cooperative Purchasing Program for the 2005-2006 school year, as this has enabled significant cost savings on food/meal prep items since our joining a few years ago.

Motion by Cunefare, seconded by Schwader, to approve and intergovernmental agreeme= nt with Peoria County Cooperative Purchasing Program for the 2005-2006 school = year at a cost of $350.00.

I. Purchase of Jump Trainer

Mr. Woodward submitted a request tha= t we purchase the “Jump Trainer II” that we are currently using. This is a piece sports training equipment that has been on loan to us from Peak Athletic Conditioning, Inc.= throughout the year. The cost to purchase would be $995.00

Motion by Dearing, seconded by Newlan= , to purchase the Jump Trainer II for $995.00 as requested.

OTHER BUSINESS

· = “Certificate of Financial Recognition” granted to Robein by the ISBE

· = Dollar amou= nts received from our insurance company against costs incurred by our water leak and related problems

· = The upcoming track meet

· = Update on e= fforts seeking assistance towards the purchase price of a deliberator.<= /span>

Motion by Dearing, seconded by Pool, to enter in= to executive session. Motion car= ried.

The Board entered into executive session at 8:01 pm.<= /p>
